From Recyclable Claims to Recycled in Reality – How PPWR is raising the bar for packaging recyclability 

What is recyclable packaging?

It sounds simple. The Cambridge Business English Dictionary defines ‘recyclable’ as “recyclable materials or products that can be used again after they have been treated using a special industrial process.” But in practice, when packaging waste enters the recycling stream in the real world, the answer is much more complex.

A pack may be recyclable in principle, but real-world recyclability depends on what happens after use. Can consumers identify the correct disposal route? Is the packaging collected in the market where it is sold? Can it be sorted effectively? Does it reach the right recycling stream? Can the material be processed back into a valuable secondary raw material?

All of these questions must be considered by packaging designers and the brands that place product onto the market. And, with the EU’s Packaging and Packaging Waste Regulation (PPWR) now in force, time is running out to find the answers. PPWR will generally apply from 12 August 2026 and aims to ensure all packaging placed on the EU market is recyclable in an economically viable way by 2030.

Packaging recyclability depends on real-world systems

Technical recyclability and real-world recycling are very different, because while packaging must be designed with end-of-life realities in mind, it still has to protect products, perform on lines, support brand communication, and meet commercial requirements. Coatings, barriers, inks, adhesives, closures, pack structure, and consumer instructions can all influence whether packaging moves successfully through collection, sorting, and recycling systems, but they also influence how it performs through the supply chain and on-shelf. These are two legs of a single journey.

PPWR is a packaging reset, not a compliance checkpoint

This is why legislation like PPWR should be treated as a packaging reset, not a single compliance checkpoint. It asks businesses to think earlier and more holistically about design, data, performance and circularity.

Technical recyclability means a packaging material or format can be recycled in principle, usually under defined conditions or using available recycling technologies. However, this does not mean a pack will definitely end up being recycled.  

Real-world recycling demands more. It considers whether packaging is actually collected, sorted, and recycled in the markets where it is sold. A pack may be technically recyclable, but if consumers cannot dispose of it correctly, or local infrastructure cannot process it, its end-of-life options are limited. 

In real-world recycling systems, the most recyclable packaging materials are usually those with established collection routes, efficient sorting processes, and strong demand for the recovered material. Fibre-based packaging, glass and metals all have well-developed recycling systems in many European markets, while plastic packaging recycling rates vary more widely depending on polymer type, format, infrastructure, and contamination levels. 

However, no material is automatically circular. A fibre-based carton, glass jar, metal can or plastic container still needs to be designed for recycling, collected correctly, sorted into the right stream, and processed by available infrastructure. Coatings, laminates, barriers, labels, adhesives, inks, and residues can all affect recycling outcomes, and need to carefully balance performance with circularity. 

Packaging design can support recycling by considering material compatibility, coatings, inks, adhesives, barriers, closures, and pack structure from the beginning. Clear consumer guidance and convenient disposal also matter, because consumer behaviour strongly influences whether packaging reaches the right recycling stream. 

Design teams therefore need to balance recyclability with product protection, manufacturing performance, shelf impact, and consumer use. A pack that is recyclable but fails to protect the product is not a sustainable solution, and neither is a pack that consumers do not know how to dispose of. 

Consumers are a critical part of the recycling system. If disposal instructions are unclear, especially in hybrid solutions that use fibre-based materials and plastic, packaging can end up in the wrong stream, contaminate recycling flows, or be lost to residual waste. 

Clear, accurate, and substantiated communication helps customers dispose of packaging correctly. It also supports trust. As scrutiny of environmental claims increases, brands need packaging communication that is simple for consumers to understand and robust enough to stand behind.
